In a mixing bowl, combine the shredded chicken, softened cream cheese, cheddar cheese, diced green onions, garlic powder, cumin, chili powder, salt, and pepper. Mix until well combined.
Warm the tortillas slightly in the microwave for about 30 seconds to make them pliable.
Place a generous amount (about 2 tablespoons) of the chicken mixture onto the lower third of each tortilla.
Roll the tortillas tightly around the filling, tucking in the sides as you roll to prevent the filling from spilling out.
Place the rolled taquitos seam-side down on the prepared baking sheet.
Lightly spray the tops with cooking spray to help them crisp up in the oven.
Bake in the preheated oven for 20-25 minutes, or until golden brown and crispy.
Remove from the oven and let cool for a few minutes before garnishing with fresh cilantro.
